The CMS said it will phase in a new weighting system for inpatient diagnosis-related groups over three years rather than fully convert to the cost-based system in 2007 as previously proposed. About 2% of hospitals will see their payments fall as a result of the new weighting system.

Uninsured Population Expands

The percent of Americans without health insurance hit 15.9%, or roughly 46.6 million people, in 2005, up from 15.6% of the population in 2004, or about 45.3 million people, according to the Census Bureau.

At the same time, the percentage of Americans with employer-based health insurance droped slightly to 59.5%. Enrollment in government-sponsored programs increased to 27.3%.
